Biden Wrong?

The Debate.
In the debate McCain said Biden had been wrong on foreign policy issues. One example he gave was Biden's idea of splitting Iraq into 3 countries, one for Kurds, one for Shiites, and one for Sunnis.

McCain thinks he's wrong. Wrong according to who? I'm sure there's some Kurds, Shiites, and Sunnis who would disagree with McCain.
